			<content:encoded><![CDATA[<h3><span style="text-decoration: underline;">Why is EPP every month? or I don&#8217;t have a Tenant Yet, but My EPP charge started, why is that?</span></h3>
<h3>We get this question a lot&#8230;</h3>
<h3>The cost of EPP is outlined on the <a href="http://www.rpmmidwest.com/?p=3053">Eviction Protection Program Page</a> but this post deals with the &#8220;WHY&#8221; behind the reason we decided to make it a charge that is every month, instead of ONLY while Occupied&#8230; Well keep in mind that EPP takes into account that sometimes properties are occupied, and sometimes they are vacant. When we set out to design the program we basically had 2 options.</h3>
<h3>     1. We could have tried to manage a system where we turned auto-bills &#8220;on&#8221;, and then &#8220;off&#8221;, every time a tenant paid, or didn&#8217;t pay, or somehow worked a way to bill out EPP based on Occupied Properties, EVERY month, or ran reports of tenants that didn&#8217;t pay, and remove auto-bills for those places&#8230;. but all options we can tell you (with our current system, or with anyone&#8217;s accounting) would have been a <strong>very</strong> large challenge. With this option we we would have to account for 3 things &#8211; the cost of Evictions, the average vacancy that ends in eviction, and then ADD to that the cost to administer the program.</h3>
<h3>     2. Design the Program with an auto-bill that is always turned &#8220;on&#8221;. This allows us to calculate the cost of the program based ONLY on 2 factors &#8211; the cost of the Eviction, and the average vacancy.</h3>
<h3>     RPM of course went with option #2. Why?, well, what is great about this option is that we DIDN&#8217;T have to add in ANY administrative overhead into the price of the program. What makes this country great, is what is great about free market systems, is what is great about programs like this&#8230; we can cut waste by designing programs that make sense, that are low cost to administer, and that allow us to keep the cost of the program low&#8230;</h3>

			<content:encoded><![CDATA[<h3><span style="text-decoration: underline;">How the Program works:</span></h3>
<h3>     You can enroll in the program by contacting your local RPM Agent. Once enrolled, here&#8217;s how it goes:</h3>
<h3>For just $15.00 per month, per unit that we manage, if we have to do an eviction, we will reimburse the Owner for all normal legal fees and court costs in connection with a regular* Eviction (Formally known as an Unlawful Detainer Action, for all tenants that we place in your property).</h3>
<h3>     The per month fee of the EPP Program is charged starting in first full month after the management agreement starts, and like your homeowner&#8217;s insurance, it&#8217;s charged if there&#8217;s a tenant there or not.**</h3>
<h5>**The cost of the program takes into account that sometimes properties are occupied, and sometimes they are vacant. As an alternative we could have done this program differently and just charged more, and charged it ONLY while occupied, but saving time switching auto-bills &#8220;on&#8221; and &#8220;off&#8221; saves us on overhead. So, making the program a recurring &#8220;every&#8221; month program,, reducing overhead helps up reduce the total cost of this program to all our customers.</h5>
<h3>     This is a great program for Owners wanting the security knowing they can pay a small amount now so that they won&#8217;t have to pay out a large amount later for a costly eviction!</h3>
<h3>     Eviction services for existing tenants: We even offers this EPP service for Owners who bring their own tenants, that we did not place. All you have to do is sign up for EPP (but since we didn&#8217;t place the tenants) the Program requires that these tenants make <span style="text-decoration: underline;">6, consecutive, on time</span>, monthly rental payments before they become eligible to be covered by EPP.</h3>
<h3>     <span style="text-decoration: underline;">Now included with EPP</span>- Our <a href="http://www.rpmmidwest.com/?p=5340">Collections Forwarding Service</a>! If you are enrolled in EPP, and the eviction is covered by EPP, we will compile all the necessary information to send the tenants off to collections for delinquent rent, and any other damage you as the owner of the property may have incurred (and this is ALL included with the cost of EPP). That&#8217;s a $125 value! We also continue to work with the collections attorney to ensure that a if you are owed money, we seek every means possible to get you what you owe.</h3>
<h3><strong>    </strong><strong> </strong><span style="text-decoration: underline;"><strong>DON&#8217;T WANT EPP?</strong></span> That&#8217;s ok. You, as the Owner, can opt <strong>out</strong> of the Eviction Protection Plan. In the event that an eviction is necessary,you just pay for the eviction. The current charge for an Eviction is approximately $475 (subject to change at any time due to change in fees) to complete the “Unlawful Detainer” process. Fees will only be assessed when an actual eviction is processed. The Unlawful Detainer process covers 1 appearance in court by Management Company. Other reasonable fees may be assessed for multiple appearances in court, or extra work outside of a regular eviction.</h3>
<h5>​*A &#8220;regular&#8221; eviction means that the tenant does not file bankruptcy, request a jury trial, require continuance, second, third, or multiple appearances by Agent, Attorney, witnesses (Expert or otherwise). To let you know, greater than 99% of evictions RPM processes are &#8220;regular&#8221; evictions. In the very rare, but possible, case where the tenant files another counter suit, or requests a jury trial (or files for bankruptcy) for the Eviction, the Owner will have to pay any additional costs incurred with this. As you may expect, if we have to physically move the tenants out of the home after the eviction is done, the &#8220;set-out&#8221; costs and lock changes are additional (if necessary). Agent will only file for one eviction for any specific tenant. Although unlikely, price for EPP is subject to change.</h5>
<h5>Also keep in mind that certain counties in Ohio, for example Clermont County, require that if a tenant still remains in the property after the eviction, that the Landlord must pay for a “Writ of Possession”. Regardless if Owner selects “EPP” or not, Owner must cover the extra $150 fee for RPM to file/obtain this writ (only if required). Set out costs, property inspections, and lock changes are incurred by owner (if required).</h5>

<p>We spend the vast majority of our time and resources managing the problems that occur when Tenants don&#8217;t fulfill their lease obligations such as not paying, paying late, violating lease terms, etc, etc, etc.</p>
<p>Good property management relies on good systems.  If we have special arrangements with all our different Owners, it becomes unmanageable chaos, and all our Owners suffer.</p>
<p>The Tenant-charged fees we collect allow us to fuel all the manpower and resources necessary to manage our Owners property as if it were our own.</p>
<p>If a tenant can&#8217;t pay the fees they brought on themselves, we will consult with the Owner about their options.</p>
<p>If you believe that we have made an error that caused a Tenant-charged fee, please let us know and we&#8217;ll investigate the issue.  If we feel we&#8217;re responsible for the fee, we&#8217;ll make it right.</p>

<p>Once you receive the email that contains your Portal password (either from initial sign up or after resetting the password via &#8220;forgot password&#8221;), please enter it EXACTLY as it appears or cut and paste the password into the password field.</p>
<p><span style="background-color: #ffff00;">IMPORTANT</span>:  &#8221;Pasting&#8221; your password inadvertently puts a space after the last character, but it&#8217;s hard to notice because it appears as &#8220;*********&#8221; in the password field.  IF YOU PASSWORD DOESN&#8217;T WORK, DELETE THE LAST &#8220;*&#8221; AT THE END OF THE PASSWORD and hopefully that should work.</p>
<p>Additionally, an error might occur if your password has the &#8220;&amp;&#8221; character.</p>
<p>These are known issues that our software vendor is working on.  We will update this post when it is corrected.</p>
